this is sounding largely reminiscent of my last year of high school, when our amazing conductor left for a different school and we were left with the dumbest band teacher imaginable. Granted, your program is better than ours to begin with, but ours pretty much died after that; there were about ten people in my grade 12 class :| and that was pretty much the senior band.
It angers me that school boards decide to fund retarded things, and while the music programs COULD be good, they don't fund them because they're "not as important" or something retarded like that. I eventually just didn't care anymore. It was only recently that I actually got a french horn, and realized how much I love to play it (now I just have to find a band, hehe). *hug* well I hope your situation turns out better than it did for me, lol :)
